In Minot,ND the police can pull you over to see if you have a trashbag in your car.They only do this mostly to younger person,to check them out to se if the are high or been drinking.It is know as a secondary law.If they can find aanything else wrong they give you a $10.00 ticket for no trash bag,but in court you show hem a bag and you can get out of it.However no one ever does that they just pay the fine.So,At the end of the month the city as about 1,000 + in the kitty.
