open photoshop
open image
on menu at top, select 'image'
next select 'image size'
window opens up with 'width and height'
to the right of width theres a box that says 'pixels' with an arrow next to it, click the arrow and select 'percent'
now the number on the left changes to '100'
now change that number to '50' to make it half the size or '25' to make it a quarter of it's size etc...
make sure at the bottom of the window 'constrain proportions' has a 'check mark' next to it
now hit 'ok'
BAMM you've changed it's motherfuckin sizeNshiyot.
