If you never ask, the answer will always be no. Unfortunately, this time it didn't work out the way you wanted but that doesn't mean there won't be other chances down the road. Someone will come along who will be right for YOU. I think you made the right decision in not continuing to hang out. Being in constant contact at this point would just make you feel worse.
As for the dad situation, I really don't know what to say. Perhaps if you tried telling him how his decisions affect your life, he may be a little more open with you.

I feel you, bud. Though I find that it's easier to plant a seed than take a stand. Something like "I enjoy your company, here's why. If you enjoy hanging out, let's do that." Introducing yourself as a constant endears you to the people in your life who will really matter to it.
