Yes, though it was originally about the Cambodia invasion. Last week I was due to visit a friends house to view a move and I called him to say that the electricty was off in my house and large areas of the town.
He was out when I called his mobile and he said that he would call when he comes home to let me know if he has mains power.
It seems like a quite a fundamental thing. The arrangement is to watch a movie, that needs electricity, he promised to call...
