So about the stray cat...
We talked to the Vet again and he recomended that we put the cat on cage rest until he heals. He said that the cats body is lightweight enough that he should heal and be able to walk again without sugery. Since the cat can use the bathroom and everything else seems fine the surgery most likely wouldn't be needed....

Took the found cat to the vet today, and racked up a nice bill with shots and x-rays etc... Sad thing about it is that it turns out he has a broken hip, and I know that I can't afford the cost of surgery. 
My guy offered to help pay, and insists it's no big deal, but I feel bad about it. It's SO expensive....
