Because... don't let anyone tell you you can't lighten dark hair... it's all in the product

Don't waste your money on Sun-In. It won't work, plus, you'll get the same result with lemon juice and sitting out in the sun (both will damage your hair, though).
There are other things you can do, but the easiest would be to actually repeat with the same hair color you already used. It's all about the levels of lifting - the first round made your virgin hair porous, lifted maybe half of a level; the second round will give you more of a true-to-box shade.
Garnier is really good, but it's kind of gentle - which is good if you color as often as I do and want to grow your hair; but if you are not worried about how your ends/middle will look 2 years down the road, and just want to go for the max color, you might want to use something more aggressive.
