It is a blue jay. I don't think there are any in Argentina, but they are a common enough bird here. They are relatively small, but act like royalty around the other birds. They make a sound that you would almost assume would come from a larger bird of prey. The native Americans used to associate it with the "proper use of power" as the sky (blue) separates the heavens (white) from the earth (black) and as a totem they believed it could tap the energies of both and this reflected higher knowledge that could be used.
If you are really interested in putting the symbol of a bird on your body, I would walk about and observe and listen to what birds are around you, and see if any seem to present themselves as meaningful or close to you. It's like any relationship.
