For my first wedding, my family also had me in tears between trying to make seating arrangements work (my parents are divorced and hate each other), having to invite people I didn't even like, etc. It wasn't worth the stress. There is so much going on for a wedding that you don't need to deal with a crabby MIL to be. You should not be expected to pay for his Mother's flight to your wedding. If she doesn't want to pay for it, that's her problem not yours. I had 4 people show up to my wedding to my husband now. Nobody else could afford to come or couldn't come for health reasons. And I understood. I was sad they couldn't make it, but I certainly couldn't afford to fly everyone out. And they wouldn't have expected me to. Neither should your fiancee's mom. She should be taking it on herself to get out there. You shouldn't have to deal with her issues.
