Medical cannabis licenses are obtainable in almost all of the blue (left-wing, liberal or democrat) states. They're not hard to obtain but have many laws surrounding their potential (i.e. cannot smoke within 1000 feet of a school or daycare center). In order to get one, you go to a cannabis clinic, which is different from your regular doctor. It is fairly easy to get the license... You describe a medical problem which is relieved by cannabis, pay $100 in cash to the doctor and they pretty much just hand it over --their signature on the legal document, that is. From there, you take the legal document to your county where they register you as a cannabis patient and give you an ID card. You may then grow the allowed amount of plants under the laws of state and county (up to 99 plants in my county; laws include a ridiculous amount of locks on the growing rooms amongst many other random requirements). As for how much you can posess, that is dictated by the county and state as well. I can have an unlimited number of pounds on my person, in my car or in my home in my county. I do not know about "pot shops" in other states, but here in California there are many, "cannabis clubs," which are basically just marijuana shops. You show licensing and can then purchase marijuana in many forms (dried plant, hash, edibles like brownies, pre-rolled joints, herbal drops, pipes and smoking paraphenalia, live saplings and hydroponic equipment). The clubs also have rooms with chairs and tables with ashtrays and music playing in which you can chill and smoke if you want. My license is for the relief of the symptoms of bipolar disorder. For more info, check out norml.org (the main organization that provides the most up to date information on marijuana laws for every state --very good resource) or medicannusa.com --despite the "usa," it is a foundation of clinics in California. You may find it interesting though as it describes the process of getting a license in much more detail than I have here.
