While we're not on the subject of Melbourne vs Sydney has anyone done a Google search for "melbourne graffiti" followed by one for "sydney graffiti" latey? The Melbourne page lists a lot of sites of photos and an Age article about how the city of Melbourne was thinking of creating legal graffiti spaces. The first link on the Sydney page is to the City of Sydney council's graffiti action plan. It comes complete with links where you can tell them where there's graffiti that needs removing.

I love love love graffitti. I have spent many hours catching trains just to check it out and used to collect photos too.
I also have many friends who are graff artists and interstingly some say that if it were magically legalised they wouldn't be into it anymore. Aint nothin quite like the thrill of the illicit.
