The fact that Bush didnt take on the Cuban offers was pure political reasons.
"Geez we could really need doctors but we can take help from Cuba..how bad does that make us look?"
Even after all this time, there isnt being enough done. Blame game is in progress (as expected) and Bush is just defending his incompetent politics and his hence men ( see Rumsfield).
