as to the kittens, you can always go to SPCA and say, hi I found these kittens by a dumpster. they'll take them. just really make them believe you just found them.
Otherwise, how long has she had them? Do they have fleas? Worms? Let me know. If the SPCA people are just rude, I might me able to foster them and find homes.
