For hair, I just fill it with a flat colour, then select a darker colour and draw in the shadows, once thats done I use a different fade-outy brush for those highlights.. thats pretty much it depending on how determined i get!
As for Layers.. I try to keep it to a minimum, in the end I think it was somewhere between 15 -20 layers.. But most of those are for effects like glows and background elements.. For straight character work, it should only be around 4 - 5.. and at the very least, Line art / colour/ background..
