Step one: get a copy of the 2008 Writers Market. That will give you a list of publishers for all possible genres, a rating of how easy or hard it is to get something published by them, and all that jazz. As for literary agents, I think the Writers Guide has a listing of agencies as well.
Step two: Send that shit out!!
