I was filling out the forms to get a Canadian passport today, and I noticed that they now need two personal references that cannot be any type of relative, in addition to the normal guarantor. Each has to have known you for at least two years.

I can't quite figure out why the guarantor is no longer enough. I'm a professional and therefore I can sign as the guarantor for anybody I've known for at least two years, and I always figured the reason I could sign was because I have a professional society to answer to, so I'm not going to vouch for people on their passports willy-nilly. Now that's simply not enough, I guess due to the terrorist paranoia spreading through the western world. And they claim on the form that each reference will be called. That sounds a little expensive, and to what end? It just doesn't make much sense to me. Perhaps someone could enlighten me?
