So to show concern about someone, would it be appropriate to crack jokes about a situation that really isn't funny?

Let's make light of Mr. Exhibitionist who likes to expose himself in the window of his apartment--his pee-pee dangling out for any on-lookers to see. Let's look at the bright side of the fact that nothing detrimental happened after the asshole possibly laced your girl's drink on a night out. I can see how hilarious it was to let this potential rapist walk her out to her car too . . . Fucking knee-slap! So he got arrested for the indecent exposure thing, but let's crack jokes about it. Get me another PBR!
