Okay, for those of you who are interested here is an update on my situation:
-as much of a douche my boss can be at work, he is a decent guy (just not management material), and he went to bat for me over this shit at work. So did the two guys I supervise on the overnight shift. They are in the clear on this, as the supervisor I am the only one being held responsible for the teenager running away from my shift (despite the fact that I do not even oversee his room at night). That was the idea of upper management I assume. I get to be the sacrificial lamb to appease the red tape types at DSS.
-The reason for all this shitstorm became clear when I went to work for an interview with the DSS investigator. The kid who ran away from our program (previously a model resident with no problems) tried to kill a cop!!! He was almost shot by the police and was pepper sprayed and tasered. Apparantly he tried to stab a cop while yelling "Shoot me, shoot me". Nice.
-There is on an ongoing investigation by DSS (division of social services). Because there is so much flak over this particular incident, nobody will get off scott free. Nobody being me. According to my boss the best possible outcome is a written warning to me. The worst is the fact that I may lose my job, and the event on my record will seriously hurt my odds of getting a job in the same field. It should be noted, that kids run away from programs all the time, we are NOT a locked facility. In 9 years at my program, only 3 kids have ever run on me in 2 incidents.
-As of now I am on paid administrative leave until the investigation is over. This sucks bad. I get my base pay, but not the 10-16 hours of overtime I normally do a week to help pay my bills. So the wallet is hurting bad. This could last for a couple of weeks, but god I hope not.
-waiting around the house for the phone to ring sucks ass.
