2) yes. people can celebrate a new year whenever they want, though.
it's just a good marker that us peeps on this gregorian calendar can use together. but we can all use it differently.
and it's a GREAT excuse to be intoxicated.

Would you have to pay for dinner? If so, sad! Usually having a friend in the restuarant biz is quite cool. I have a friend who used to be the sous chef at this classy dig in Tucson. He would get a chef's stipend every quarter to entertain family and friends. I blame him for my addiction to decadent meals.
