By the way, you are the consumer and unless that's the only place in town you can get lessons from, I would go with a substitute. No need to expend both your precious time and money for basically a bad time. I had something similar with the guitar...my teacher gave me stuff to practice but he wouldn't explain any of it. Each meeting was just him giving me paper and then reviewing if I had practiced what he gave me...but when push comes to shove, it's hard to spend so much effort practicing some scales or whatnot when you have no idea what you're doing.
