It kind of is a sort of subculture. Rococo France filtered through Japan, with such heroes and heroines as the author Takemoto Novala, Alice in Wonderland and Mana from the band Moi Dix Mois, who created the style for the genre. If you can get your hands on the movie "Shimotsuma Monogatari" (based on a novel by Novala, marketed as "Kamikaze Girls" in the US, although I fucking hate acknowledging that), you should watch it.
