Can someone tell me why in the state of California marriage between cousins is perfectly legal, yet same sex marriage no longer is! WTF?!

Never been able to understand why government has any reason to be in the marriage approval business at all. They also let spousal abusers get married without question, which is a demonstrated incapacity for such social institutions.
