See, I had a problem with Annie Hall. I just found it so self-indulgent that I wanted to vomit. That was my first exposure to Allen, and it really put me off. But my friends swear by Bullets Over Broadway and some others, so I'll give him more of a chance. He is very revered, so I think dismissing him after one piece would be silly.
The Frontline piece on Rwanda (Ghosts of Rwanda) is very damning. I think the producers definitely wanted to send a message, i.e., a judgment, of the US and greater international community's failure. It was quite persuasive. For example, early on, western countries made concerted efforts to get all their nationals out of the country. And yet they then say that they didn't intervene militarily because the situation was unclear. So, clear enough to fly all your people out, but not clear enough to get involved in the conflict itself? Troubling...
