flex the muscles in your neck repeatedly, the fast active motion should tone and tighten your neck muscles. I had baby fat on my cheeks, I just repeatedly flexed all the muscles of my face and tightened them right up.
granted this will take a long time, but it's easy and fun. alos don't over due it and gain large muscles, just do it enough to tone.
