Yes.  UV rays, from either natural sunlight or tanning beds, damage tattoos.  When you see people with faded ass tattoos, if it wasn't simply a poor quality tattoo to begin with, it's usually a result of sun damage.  It's important to use sunscreen when your tattoos aren't covered by clothing.
