My approach is to throw out the incumbent... whoever it may be... as my default vote.
Yes, exceptions must be made. If the only opponent is the prior incumbent, then I have to look a little deeper. If the opponent has political views that are WAY over the top different from my own, then I may have to grin and bear the incompetence of the incumbent (being pro-gun, pro-choice, pro-death penalty, mostly green, it's rare that someone actually matches my views... None of the the existing parties do, not even the fringe parties).
I make a point of not rubber stamping the unopposed candidates. I'll be amused if someday they fail to get a 50% vote.
