lining the entire eye, esepcially the bottom is going to make her eyes look smaller. like missa said, if you line the eyes (I usually line the bottom) with a white liner, it opens the eye up more. when you add the mascara on the bottom, it will look like the bottom lid is lightly lined.

I usually just try and gently pull the hairs off my dog's eye without touching too much. Wash your hands before and after. Like human eyes it's not going to hurt them too much, just bug them. But the hair bugs them anyway.

Sinjin (my old Boxer man) had droopy eyes, and spent alot of time at a barn running around. I would flush his eyes regularly with "Natural Tears" type eyedrops. This was after he had a serious eye infection that required drops every two hours or else they would have to sew his eyes shut for a couple weeks. The vet recommended the eye drops to keep us from having to go through that experience more than once.
