I need some help. I want punk professional clothing with collar-bone high necklines. tall order, I know. it seems I can no longer rely clearance rack rejects.

On the professional attire front, every suggestion I can offer, I fear, is not readily available there in Grand Rapids, but plentiful in Chicago.
I got a very fashion-forward wife, so that's where I'm basing that off of.

They're by no means elite choices, but I was not sure if H&M or American Apparel had locations in your 'hood.
10 years ago, Urban Outfitters was A LOT better when it came to nicer women's attire, at least in terms of being a little dressier. Now they're almost TOO casual.
I know it's a hike for you, but Ann Arbor and Royal Oak have some quality options on their main drags too.
