Some neighborhoods are fine, some aren't, like many cities. Rent varies - it isn't San Francisco or Manhattan, but it isn't cheap either. Many good restaurants, decent variety of ethnic places, OK nightlife, not far from Baltimore if you like variety. OK public transit system. Like anywhere else, it pays to do your homework about the neighborhood you're interested in vs. your personal priorities.
