Sorry to hear about your feelings of remorse. I don't have any relevent stories about the subject at hand-- but I do know that it's a normal feeling. A couple of my friends just ended their "relationships" and they said they felt like shit in the following days. They too had insignificant problems and decided that ending now would be better for both instead of prolonging a relationship flawed from the beginning. So, despite your guilt now, you'll be better off.

I'd go with option B, then C. Or maybe just skip right to C. You don't sound to have too much trouble attracting the ladies so cutting ties with both of them doesn't seem, from an outsider's standpoint, to be any trouble. But then again it's you making the decision and not "us."
If Whitney's drinking, smoking, and drug use hasn't really subsided out of respect for you and your relationship, and if it's becoming the most frequent basis for argument and "parental actions" it's probably best just to save yourself the energy and move on.
I guess I don't really know who this flakey Meghan girl is or to what extent her flakiness is. I'd say try that out, but I'm kind of dealing with a flakey girl too, Millie, it's pretty frustrating.
