So I was interested to know how it came about, and here's the answer:

On Halloween, they usually play “trick or treat”. In costume, they knock from door to door saying the following phrase “trick or treat?”. If the person answers "sweet", the children get candies, chocolates, lollipops. If they answer "mischief", children play a trick.
