as for any cabling don't get talked into the $60 cables. the $30 cables are made the same and have similar quality.
Upscaler dvd player would be great. A buddy has the Pioneer Elite upscaler dvd player and its pretty awesome.
Depending on which format Blue-ray or HDDVD has the most titles you like is what should make your decision on. There is a Toshiba combo dvd player out. Dont know the price but it does play all 3 formats......regular dvd, BR and HDDVD.
Also, depending on your budget you could consider an Xbox 360 with a HDDVD player or a PS3 with the BR player. not only would you be able to play your old dvds you get a gaming system that also has internet surfing.....but its limited.
Comcast HD: I have been using the Comcast HD DVR for almost a year now. I love it. I watch more shows but it takes less time......FF through commercials. I have an older HD box that doesn't have HDMI. So keep that in mind when you talk to Comcast. See if they have a HDMI box.
