can someone please tell me what these "Or Else" billboards are all about? please? its driving me fucking crazy!!!!!!!!!!!!!!!!

Your task is to create a PSA that conveys the message, Recycle or Else Emphasize the harm that will occur if people dont recycle. Increase guilt feelings. Serious, somewhat threatening tone. The Or Else. is an in-your-face attention grabber that doesnt actually mean or else well punish you but will come to mean or else harm will come to the environment, San Diego, your neighborhood, the next generation, etc. It is purposefully a bit edgy. Thats what makes it catchy and memorable. (Like the No Fear logo).
