I do think looks are important for making that initial connection - you're more likely to approach and get to know someone you find attractive than someone you don't. The real test is whether or not you continue to find them attractive once you get to know more about them.
Not that it can't happen where you spend time with someone you're not attracted to at first, but become attracted to as you get to know them, I just think the other way around is more likely.
