Our common border Apratchiks and Bureaucrats love to play the same pissing matches over entry visas. Your Country requires that we have to present valid passports to gain entry to the U.S. via land, sea, and air as of Jan 2009.
Currently, you don't need one to get across the border into Canada. ( via land it's Birth certificate and some state I.D. - drivers license. ) But, that will surely change once the new American rules hit the ground around the peace border.
For work Visas. Check with the Canadian Counsulate for guest worker / education visa requirements. The Mexicans in Vancouver are taking full advantage of this avenue for working here in the construction trades.
You could claim to be running from military service. I know some gullible Liberal religious groups that house AWAL soldiers.
