as to the tattoo, I think the design will or should determine the place you put it and yet, being applied to a 3D surface (you) the place will also effect the design. Also think about if you want to be something you can keep hidden if wanted, Style: abstract/tribal, painting/drawing or old skool etc. Finally why you want it. Is it to mark a point in your life, pure decoration, declaration of intent, (re)claiming your body etc. and that will also help with what and where.
My advice start with a concept, try and draw it up yourself (however roughly) and then go and talk it through with a tattoo artist who can collaboratively finesse it. Don't just go in to a shop and pick something off the wall
