I'm pretty sure 30 over the limit is considered reckless. I don't the the judge will let you off just because your speedometer only goes up to 80 and you couldn't tell how fast you were really driving. He/She'll probably just say "Why were you driving that fast in the first place?" or something like that.
The only way your insurance will go up is if you call in to either get a different rate, or they do a check on it for some reason. Otherwise I think you should be fine.
Since I've moved out here from San Diego I have had 4 speeding tickets! all but one was from when I was delivering pizza's in Robinsdale. Those guys are dicks!

The kicker? Since I moved here from KC, my insurance had expired....and the cop had my car TOWED!!!!
So I went and got new insurance, paid for the tow, and I have a court date in may....
