On April 5th 1993 the child support agency came into existence for the first time. The result of The Child Support Act 1991, it was met with a chorus of derision from the legal world itself, writers, the media and parents . Unquestionably inept upon its introduction , successive governments have attempted to tackle its critics with a series of reforms, many of which have been attacked by scholars as increasing, rather than solving the problem.
The Act was created, following the generally warm reception to the publishing of a white paper, Children Come First in 1990 . Defining its objective as making feckless parents take responsibility for their children, the paper suggested the removal of maintenance issues from the jurisdiction of the court. As a replacement to discretional court cases, a new agency was to be implemented that would deal with maintenance cases in a fair, objective and quick manner. Claiming to be the answer to the rising numbers of lone parents forced to claim state benefits, Children come first, managed to, if only temporarily, answer the concerns of a growing number ........................................................
