when someone says "You're relatively good looking" is that a compliment, or another way of saying "You're slightly ugly" or "Not good looking enough"

okay heres another question on a late edition. Is it wrong to still think "very fondly" of someone you haven't seen in almost 5 years. I saw the first girl I fell in love with a few days ago but couldn't say anything to her ... probably because she was with her new boyfriend.
