That's actually a picture of Amy Sedaris, from the book "Wigfield". I really recomend it. In that picture she's playing the part of the town mayor who's gone mental from all the radioactive chemicals at the place. And now all he can do is talk about chocalate and nonsense. And tell Simon he can cancel the wedding!
