I should be able to become to talk German without dictionary in 12-18 months.

I still need English-Japanese dictionary quite often. And also my friends who can talk Japanese quite good, but they always keep dictionaries with them in case. They all spend more than 5 years. One friend, his wife is Japanese, and he's been in Japan for 15 years, but he still needs a dictionary.
Please tell me how to become to talk German fluently without a dictionary in 12-18 months!

as a kid, i've studied german. i used to talk it quite well, and when i've stayed in germany for a while i've never needed a dictionary. turn your words, or use another one. in common use, there's no need of it.
and your english is more than good. stop saying otherwise. you have better grammar than many americans!
