I would interpret this as she's either too spineless to dump him, she's not sure she really wants to, and she wants to have her cake and eat it too. I'd be very very wary if I were you. Otherwise you're at risk of getting seriously used. Or into a relationship w/ someone who doesn't really respect the integrity of a relationship.
