Harry Potter Vs. Doctor Who

Quick Battle synopsis. Harry will occupy the majority of his time screaming non sense words at doctor who, bathing him in a light show. Once this fails to do anything against the doctor's tartus, harry will see no option but to run like a punk ass bitch and change his name to "the dazzler." The doctor however will keep saying things like "facinating, and great scott." He won't be able to kill harry, but once harry flees, the Doctor will accidently park the tartus on Ron Weasly.
Victor.... at this time is unclear, yet both have powers that manipulate time and space, yet can't bring about the end of one another.
