I do not know what game that is, but it sounds interesting

_Alpha Centauri_, by Sid Meier. Sort of like Civilizations, but minus the nationalities (rather, caricatures of them), plus a combat system that used modules. Chassis + Weapon + Options...you could mix and match technologies to create units, rather than the Civ/etc mentality which was for technologies to define units.

Civ-like game on a dystopic colonized living planet.

It's a few years old now.
