while patrolling south west philly I found this little guy. You can't tell but He has a leash on and it looks like someone cut it and just let him go. This is the 3rd dog I have seen roaming around the projects tonight. This is sad... I don't understand how people can just get an animal and throw it away like this. If you can't handle a pet, don't get one! WTF PEOPLE? !

Sorry I missed this comment! I try to respond to all. Its terrible what people do to these poor animals.. These are some of the saddest calls I get as a police officer in The city.
