On my ipad running iOS 6, you tap the choose file button next to attach and choose an existing photo.

Tap the button and this comes up:


Select choose existing and this comes up:


Then you need to find the photo you want to upload - tap on it to upload the photo. Repeat for additional photos.

The directions in the help section are for if you want to send the pictures via email. I haven't tried that in a while so I'm not sure if it would work. If the attachment doesn't work for you I can see if I can get the other way working on mine.
