Arnold Schwarzenegger is seriously considering issuing IOU notes to Californians who are due state tax refunds to make matters worse they'll have no pre-determined pay-by date. Residents of the bankrupt state will be paying for the fleecing they took at the hands of Enron for generations to come. Isn't it time we made some of those responsible pay? Then again, those responsible for putting Arnie in power are some of the very same people so that's not going to happen while he's California's governor. Think in these financially tough times he'll at least accept IOU's from those owing tax?
