I think it's worse in the former USSR but even in America they have civil forfeiture where the police can confiscate property they think was used as part of a crime.

@gargoyle23, there is really not that much civil forfeiture.  It's more criminal forfeiture.  Civil forfeiture needs to be banned entirely, though.
