Target Doctor Who books were/are novelisations of every Doctor Who story (except the Douglas Adams ones), of the 'Classic' period. They were the only way of re-living the adventures, long before video or DVD. In some cases, now, the ONLY way, where that story was lost. Yes, non UK Dr. Who fans, you might not know, but in the 1970's, the BBC trashed hundreds of episodes, or taped over them. Madness! So there are still gaps where stories should be. But they do emerge from odd places, every now and then. Target books added back story to characters, and in a few cases, quite shocking 'body horror' that the televised show aspired to, but was not allowed to show. The best example of this, is the novelisation of 'The Ark In Space', by Ian Marter. I now prefer this book to the tamer show. All Target books were furnished with beautiful, and sometimes startling covers. This is what this book is about. It's quite superb.
