Well, I imagine you could try to sue someone over almost anything, but you would think that the young person desiring a vasectomy could supply the doctor with enough information that it would make winning a lawsuit later almost totally impossible, and thus pointless. I am on the fence about kids myself - I would probably be a good father and would probably enjoy children, but on the other hand I would probably really enjoy not having children and the idea of someone I was with having to go through that just disturbs me.

What are you supposed to do when you have reasons to believe that your younger sister may be depressed and thinking of hurting herself? Sometimes I think that's it all just a "teen-angst" act, other times I think there's some truth behind it. When did she suddenly believe that the world owes her something?

ASK HER! You won't push her towards it and you will allow her an outlet if she should choose to use you as one. If you approach her in a non-judgemental fashion and just be ready to listen, she might open up to you. She might just push you away but that's ok too. If she says yes to suicide then ask her if she has a plan and if she does, assess whether it's realistic and if she has the means. That will allow you to guage how concerned you should be.
Depression in teens is under reported and is a significant health issue.
Let her know you care and are ready to listen. As darkbunny suggested, a good adolescent psych might be appropriate if she is depressed and is open to the suggestion. There are other options avail as well.
