The block and front case are 1996 , it's not legal to modify outboards manufactured after 1998 . But aluminum blocks are easy to fix with a little welding and new sleeves if needed , and everything on the inside is new

Im sure its far easier to get away with this in smaller rural towns. Its hard to object to the prescence of a dog when said dog accounts for 10% of the population. Plus if its predominately redneck town then every person that lives there owns like 10 dogs.
But when your sitting at the bar in the city and someones puppy comes up and starts trying to pply with your mothers jacket cause its furry, now thats a specail experience!
